Solution to defunct summoner account names?

So I noticed that if your team goes inactive for a certain period of time, it can then be dissolved and reformed by another if they just so happen to create a team with the same name. What about summoner names? I want the original name that mine references and it appears the original owner hasn't been on for 3 years. Couldn't there be a period of time if you're inactive then your name is up for grabs? If it does happen and you go to log in after a 4 year hiatus, couldn't it just tell you "Sorry summoner, we thought you went afk so you're going to have to pick a new name," or something along those lines.
