Stop the surrender spam

Can we please stop surrender spam so you can only put up 2 surrender votes a game? Whenever I see someone put up a third surrendervote it's because they're a moron who's been calling gg since the 5 minute mark (because they have a tower over us) and I see no reason you should be able to take up part of my screen for useless surrender questions. If the game has declined to such a point that 4 people on your team would want to surrender than one of them should be able to do it.
