Match Making For New Players

I have recently started playing League Of Legends and I have noticed that when I duo queue with my friend (who is also new to the game) we end up playing against very experienced players instead of players that are close to our level. For instance I would play with gold 5 and plat 5 players when we are both only level 25, not even level 30. I was wondering if there is some way that you can change matchmaking so new players do not feel so discouraged when they play against very skilled opponents. If possible, all the new players and I would appreciate if you can fix the match making.
