Normal Draft: the harbor for reportable behavior.

The occurrence of reportable behavior in normal draft is astounding. Either two things are happening:

a) people do not report because they expect other people to (diffused responsibility) b) the punishments do not motivate people to change their behavior, either because they are too soft or because they occur too long after the offense.

Note: it seems pointless to site examples since my own experience may not necessarily reflect the state of LoL for most players. Thank you for reading this and/or liking and commenting.

Actually I'm curious about b as well. I've noticed a "tip" during loading sometimes that said something akin to "230,000 players' behaviors have been improved by the tribunal in the last 6 months" and I'm just kind of wondering how they define "improved behavior" in that count. Is it just players taken action against, or have they shown actual improvement?
