I don't know if this has been brought up before or was answered but I'd like to bring to attention the champion select chatroom where you call your role in Blind Pick. I'd like to suggest that perhaps the chat shows previous comments upon arriving in the chatroom. Since when you get in the chatroom before other players, you are not aware that someone else called a role before you got there.

A recent game I was in I called support but was told by a player "I already called support, twat". Which I didn't know because I got into the chatroom after him. I know some people call roles on Curse/Skype/etc and automatically get the role without notifying the random players they're assigned with but still... (either way I still got to play the champion I wanted to be for support. No rule against playing a champion you want.)

Again, I'd like to suggest that perhaps that the chats stay on even when other players enter the Champion Select so if someone does call a role first and someone connects late, they're still notified that another player called a role without being called names or getting into verbal fights over a role.

**I think that Blind Pick should have what Draft Pick has with selecting roles and then get the role assigned with less chance of some immature person whining. And even then there's still an opportunity for them to switch with others to get the role they want as well. **

Sorry this took so long to explain/write down, I usually have a hard time explaining stuff in writing than verbally (and even then I suck at talking haha)

Short version: no.

Longer version: While ranked is linked to the somewhat-unrelated esports thing Riot is always pushing, and thus has set roles and such, the two normal versions of the game are just a video game, and don't. If the people playing want to take all five people top using only Yordle champions, they can do that. The meta isn't binding, therefore there's no way to have people call roles mechanically. You have to discuss it in chat.

Eve Online version: No. HTFU.
