The new T 1/2 runes prices are nice and all but why not just have rune evolutions?

If you buy a rune tier you can upgrade it to next level with a reduced price of what you spent on the previous one. Its basically pre-ordering runes and then finally buying them last tier in the most effective way, rather then them feeling like an inconvenience for everyone. I want to call them demo-runes just so players get them to make demo pages for champions they want to use until they get enough for the tier 3s. The issue is that any patient person will see that not doing that is just more cost efficient and just wait. If they really want the runes so badly they'll just buy an IP booster which I can't blame riot for kiting people to getting those.

I want to tell people to get them as demo-pages but i feel like it would just be holding them back further from their goal because they will probably take these weaker runes into ranked. I'm a bit conflicted on these new runes, is anyone else? I think they would be nice for someone who just flat out has no runes, just to give away the tear of leveling up but the samething still applies with just waiting. If you going to be playing this game for awhile (and lets face it you are) then you'll be looking at the long term with your IP purchases.

That's just my two cents, i'm really curious if anyone else feels the same.
