Does occasionally repairing game help?

I had an issue where Morgana Q was invisible and repair game fixed the issue. What exactly does repair game do? It seems to have solved every problem i have had with the game except for allowing me to spectate games. i get the cannot connect to 192.64.174.163 IP error, which still has no fix.
