I'm tired of facing summoners that are less then 30 in level!

Honestly I"m sick of playing normal drafts to practice on a champion that I'm not too good with but want to improve and be faced against level 10-20 summoners or have them paired with me. I've never ever been matched with so many pre-level 30s before in my whole time playing league. Not fair for the players on the opponents team for sure when we absolutely destroy them and frustrating when they are on my team.

Riot please fix...I want to be able to practice champions in normals...not have to take it to rank and make everyone mad if I don't do that good lol
