Replay Recording Video Quality

So I just remembered yesterday that there was a record feature directly in the replay system now. So I went to record some clips.

Checked out the quality settings and left them as is (720p, and best audio, all the defaults) But after recording a clip and opening the webm file.... The video is NOT anywhere close to 720, almost like 480 or worse and the audio isn't present at ALL. Once in a while some loud corrupted pops and such. The audio I could probably deal with in one way or another. But the video quality? What is going on? Is there some other hidden setting that I'm missing thats downscaling me or something?

(To top it off, shortly after doing this, my client suddenly tells me (right after a game) that it's broken and it needs to repair....)
