In need of a Pre-play ping/fps personal assessment in the server somewhere.

I would like to see a button somewhere before joining a que to play to see what ping/fps my computer is currently operating at on league servers. sometimes when i load, my ping is in the 3 and 4 hundreds sometimes even 500 plus.... most of the time it is around 90. i would like riot to introduce a test feature for players to identify current ping rates or expected game play rates. this will help me know if i need to restart my computer or maybe even close some background programs to speed my device up. This pre-game test feature would let me fix the problem before starting into a que, instead of finding out in the loading screen and starting the game late because i have to adjust/restart my computer. Just an idea to possibly lessen the frustration of lagging yourself or even to help not get on a team where your teammates are lagging.
