Does social media have an affect on Riot?

I was just starting to realize after attempting to receive a PBE account for several seasons now that almost every youtuber has PBE. They get them extremely quickly into seasons also... Does riot favor those who publicize their game over those everyday players? Please leave some feedback, again this is just my opinion :D. Maybe you all have had better luck xD.
