how did my 9-7-9 teamate get an S
she only had 170 cs in a 36 minute game... she only got 1 tower, didnt have anything spectacular... if i go 9-2-6 with 3 towers and 200 cs in 20 minute game then i get an A...

Depends on the champion, More played champions have a higher standard. Using you example, if you picked a champion that gets picked a lot and go 9-2-6, those 2 deaths are what brought down your score. Now i cant say for sure what you needed to do better or what they did to get them the S, because Riot hasnt stated the specifics of what goes into their formula to determine ranking and I didnt watch your game.
well sir its because riot runs a top notch company, they have 0 faults and never have made a single mistake and dont plan on making one in the next 3 years when their company is gone. So have fun boys!
