normal game match up ??

is there a normal game match up because when i solo queue i get people that communicate and ping well like i do but when i duo queue with my friend in normal's we get feeders/trolls because it what he does in most of his games and its happened alot recently but only when i play with him, like every game with him it's either an afk or a feeder
