Does Tibbers have any counterplay?

I was Vlad and I pooled and while I was pooled got stunned by Tibbers and died. I have not had a mid laner not get shit on by Annie after level 6. Even if they somehow managed to not feed her or even beat her if she lands one good ult late game it is over.

Why can't her ult be like the one in the cinematic? It is a point click AoE stun on a short cooldown with a ton of damage and great range. It is probably the most frustrating ability in the game, for me at least.
