Open up team names

If a team hasn't played since S3, has only 1 person, and that 1 person hasn't been seen since early S4...can we please open their team names to be taken?

At the moment if a team has EVER been ranked their names are permanently unavailable. Can we start to clear up some of those teams that are just sitting there? I have had people making teams get frustrated due to the fact the name was taken by someone who fits the exact above criteria...
