What makes you get into the Pbe faster than others?

So my friend read the post about redmercy and decided to read the comments. He saw that a riot employee put a link for the Pbe servers there and signed up on the spot and in the next couple minutes instantly hot accepted. Why does this happen when I know people waiting for months but get no response.
