When the new project skins comes out there a thingy from 9th-15th for a border when you buy a skin right? Will it be on sale during those times?

Correct, those are the dates you can earn the loading screen cards. During those dates, the content will be full price. They'll be on sale the following week (except PROJECT: Yi because he's legendary), but you will not earn the loading screen card.

They will be available for purchase but the 1350 skins (all the ones beside Yi) will be full price not 25% off.
