Leaver Buster Improvements

I believe when having a Leaver Buster, you should still be able to browse the store, loot, profile, etc. while waiting out the Leaver Buster for your queue to actually queue into finding a match. This would greatly enhance someones choice to browse the store and even buy a couple things while waiting for their game to start. So overall, it would help people to have a better time on the game and while still punishing their actions of leaving the game, they can still purchase things or talk to friends while waiting.
