Is Riot losing their touch?

Now if you couldn't tell from the title, this is obviously about Riot and their changes. Recently, the changes to the "Juggernauts". Notably, two champions that are involved in the update, Skarner and Mordekaiser, are going to have some changes which I think are just downright wrong.

Skarner - Will have his passive changed into a Dominion-esque passive which is strictly in the jungle. This degrades some of his fighting power out of lane. Mordekaiser - Will have changes to his W in which it will not do damage unless the targeted ally is near him.

These are just a few examples. Right after I heard of this so called "update", it made me question something. "Is Riot losing their touch?" Then I start to look back on some other changes. Like how they made Azir not unique as he used to be, Elise changes, "compensations" after the Deathfire Grasp removal, etc.

So tell me what you think about Riot and their mindset as well as your opinion on what changes had the most effect on you.

(Personally, the few past updates makes me very baffled.)
