As you are re-designing the client, add a more noticeable honor system.

Have it pop up in the corner, similarly to the surveys that occasionally pop up, but have a different sound effect for it. Basically just copy+paste the top right where all the honor/report/add friend/gift buttons are at and slap it down there. That, or create a pop-up that can be disabled in setttings that says "don't forget to honor your teammates and enemies" or come up with a little pop-up that has all of the honoring and reporting systems there.
