No Riot doesn't do this. You just got unlucky is all. Most feeding isn't intentional, and they were just having an uncommonly bad game. If you had an intentional feeder, try to not let it affect you past that game and simply report them. Make sure they weren't merely having a bad game though, it's a real kick in the balls to have a bad match (everyone has them) then get harassed for it too.
