Step 1: Make a bunch of champions.

Step 2: Give 80% of these champions targeted abilities, or make them reliant on AUTOMATICALLY AIMED attacks, and make the other 20% as complex as four buttons can be.

Step 3: Give targeted abilities absurd base damages and scalings, but give skillshots very weak base damages and scalings, plus make targeted abilities cost half as much.

Step 4: Give champs with targeted kits a handful of CC, self-peel and/or movement, but heavily restrict any CC / utility more complex champs have.

Step 5: Look at statistics, see that champs like Azir and Jhin have <40% winrates, while ADCs are just about mandatory and out-class everything else in damage.

Step 6: Nerf Azir, nerf every other complex champ, but buff Win Nhao, ADCs and other clickers.

Step 7: Rake in the dough, since kids won't pay if they have to actually try in order to win.

Step 8: Repeat, and make other FOTM waves to spike RP sales.

Step 9: Reiterate that you do, in fact, care about your game (when you really don't).

Step 10: Hump wallet.

Step 11: Repeat, making sure to hump wallet throughout.

This video might help you understand some of the balance changes.

He mentions a great point with azir. If you can manage to access his power through his absurdly high skill ceiling then he is (was) overpowered. However because its so hard to reach that point, if someone does then you write it off as they outplayed you.
