Questions about skins

So skins have ranks, There is legendary and ultimate etc, but I do not understand what a legacy skin is. Is it a skin that cannot be bought anymore due to limited availability? The other question i have the hopefully a rioter can answer is will frozen Shen ever be available for purchase again? Because i love that skin and really want it.
