I think I get how the picture for "The Heist" refers to RAF abusers

The thieves after trying to run finally get caught out in the open by Riot, they are tied up and Riot takes everything they stole from them, they then "let them off the hook" but this time they have to start a new life(sort of)

Basically, they caught them, punished them, and aren't perma banning them(I think) they are just letting them off and still allowed to play the game.
