Question regarding Phoenix Quinn

So what exactly does she have on? Skin has been out for years and I still don't know what the heck she is wearing. Is it some skin-tight lycra the ones that undersea water divers wear?

Also is she wearing shoes because it looks so skin-tight that I can see her ankles.
