Is placement system bugged or was it always like this

I ended pre season silver I, just got through placements, went 7-3 and the system placed me in bronze I. Like is this a joke or 7-3 is not enough to at least get anywhere close to where i was last season?

Anyone else having these issues cause this is kinda pissing me off. Finally got out of bronze and you put me back again how fun
