Need help selecting a server

Hey, guys. I'm coming back to LoL after playing dota for 2 years. I live in India. I was originally playing on NA and got like 250 ping, which I absolutely cannot go back to after being used to around 30 when playing dota. Garena is cancerous and I'd like to keep it as a last resort. So which server would give me decent ping? And is there any way to check my ping in various servers, without having to first download the game? Like, does anyone know the server ips I could run a tracert to?
