How do you feel about Riot re-releasing skins that were previously locked away in the vault

do you think bringing them back into the shop cheapens them or do you think making them more widely available is a good thing?

Seasonal skins, promotional skins, Worlds skins, ect.

I think it's smart; LE skins were pretty much never seen in games, so they served almost no purpose.

That being said, I feel the original owners should have been rewarded in a more noticeable way. These players supported Riot very early in LoL's development and were under the impression that these skins would be something they could be proud of until the end of time.

Allowing everyone to access these skins without retaining significant individuality for the original owners harshly devalues them.

It's a double edged sword. I'm a new player, so I really like being able to get a couple of the awesome skins I missed by not joining sooner. At the same time, I fully empathize with players who had bought the skins on their original release and felt cool that no one else could get them. It's quite normal and common to feel cool for having something that someone else can't, so YES re-releasing them does reduce their value, but since it was a limited purchasing window, it is not reduced to zero. There are still many people who will marvel at your cool skin that they can't have. I do, however, see Crimson Akali about every third game now. She's very popular and now many many people have her, myself included.

That's a good way to look at it. I'm not saying everyone views them as status symbols. But I am saying that some people do, and that it is understandable.
