Champion Shards in Hextech Crafting

So the earnable Hextech boxes are limited and the keys seem really really hard to get since they are so random and only drop on wins when your win rate is supposed to be 1 to 1. So as you all probably know it feels kinda bittersweet to finally get all the components to open one only to see an ashe shard or a agree shard pop up...

In my opinion Hextech should be reserved for skins and ward skins since they are only achievable via Hextech or RP. Champs are already earnable just by playing and earning lp so why are they in Hextech chests? Especially the 450 lp Champs that only take a couple of games to earn with lp. Also if you were to own all the Champs what use would a champ shard or blue essence be?

What is your thoughts on this? Do you like getting champ shards from Hextech or should riot reserve them for only skins?
