Surrender Vote needs to be changed

Ok Riot I get that surrender is not something people generally want to do but when your game has the duo que who refuses and the enemy team just stalls out in front of your base for lulz and starts dance partying in front of your fountain I've had enough. When the game gets to that point when the enemy team gets so far ahead that someone is 1v3 or 2v5 your team and you have that one pair that just has to stall out the game and worse still the enemy team supports it I've had enough. There isnt any real recourse as negative attitude reports seem to be about worthless and I'm pretty much done with the stall out bullshit that I cant even walk away from my keyboard for or else REPORTED!!!! Call me a bad player if you want but at the same time when the game stalls out not because one team cant make a push but because the decision is made to just try for kills on fountain and see how it goes I think players should have the ability to just walk away. There should come a point when it can be said hey your down by 7 turrets 30 kills and the enemy team is just screwing with you and you have that premade that finds more fun in frustrating people than playing the game that you should just be able to call it quits. Dunno if it was because I just had a bad string where this seemed to happen with unnaturally high frequency but I still think its something that should be addressed.
