Reporting someone should exclude them from being matched with you.
As title. When someone is upset enough during the game to report someone afterwards, matchmaker should make an effort to avoid pairing you with the same player(s). It's not fun to be flamed for 20 minutes. This thread has been repeated multiple times, but so far Riot's never deigned to reply why the matchmaking doesn't exclude reported players from your immediate pool.
To explain: when you report someone, it's because they've done something to upset you. Even if the report is bogus, you still filed it because you did not enjoy that person on your team. Maybe you're even one of those people who've reported that person for having a bad game. (I'll tackle later why this should not be an obstacle to changing MM)
When you get matched with that person in your team again, it'll instantly tilt you if you actually remember them. If your report was for actually legit reasons, you've just been paired with someone that previously flamed a lot. This causes players to be uncomfortable playing that game, and they may end up dodging altogether or be tilted from the start.
This can be easily avoided by just making it so reporting a person excludes them from being matched with you for the next ~5 minutes or so, which should be sufficient time to ensure they'll be matched into a different team.
"Hang on, what if I report someone because they bad so I can avoid playing with baddies?" Your report is bogus and will degrade your report value, but we'll still get a net positive because you're not tilted from champ select, which means you're less likely to be toxic from the start, and everyone involved can have a good time.
Or try to, anyway.
I fail to see a compelling reason to argue it's just fine to match people who've reported each other.
