So when in the devil is snow down?

I've seen so much stuff going around about part of it was supposed to stat the 7th but it never did. Is it starting the 10th like it's SUPPOSED TO, or not? I feel like if they wait any longer than the 10th, it'll be worthless. No one I ask gives me an actual answer and it's SO annoying lol.
