Is there a bug with jungle enchantments?

I just played a game against a Yi jungle, he built Warrior enchantment first on the red jungle item, and then about 10 minutes later he sold it and killed us all with Sated Devourer. That's not possible is it? Even if he swapped for Devourer, he would still need to earn the 30 stacks, right?
