How do I use VPN for League Friends?

League Friends (Riot's chat app) isn't available in the area I'm staying in, which is Indonesia. My friend, who lives in Indonesia also, used VPN to download the app. I can't chat with him very well right now, so which VPN Software should I use and how should I do it?

I tried use VPN Express, but it didn't work.

NOTE: I'm using iPhone 4S and my friend is using Note 3

VPNs are generally bad for your ping ( depends on where you acctually are ), but if you really need to use them i would recomend researching some paid VPNs...They are more reliable and ping won't be that bad...
