Report function in champion select

Can we please do something about these people who play draft/ranked and don't respect pick order. It is, after all, part of the ''summoner's code''. Would it be possible to get some sort of report function IN champion select instead of having to waste 20 minutes with someone cough Only Jungle cough just so I can report them for "refusing to communicate with team"? If, for example, all 4 other people in the lobby reports them, it will kick that person and they will have to wait 5 minutes and lose LP instead of someone who isn't being unreasonable wasting their time/LP.
