How does a guy like me get a PBE account?

I've been trying to get PBE account for a while now with no success.I want to know what Riot's expectations are when people sign up for PBE. A specific elo?Or lots of participation in community events? I'm just a player that wants to try stuff out and help out the community as a hole. Thank you.
