Do most on-hit effects alone proc Thunderlords?

Just wondering. Like, if someone is hit by the shockwave from 3 Hydra attacks, will it activate?

If not, then Azir's soldiers' interaction with it is a bug. They are considered an on-hit by Guinsoo's Rage (Previously Sated Devourer).
