Name Change (inactive)

To me I feel like accounts that are level 20 and under should be given a shorter amount of time for their account names to become inactive. There are so many accounts around the levels of 10-20 where they haven't played for more than 9 months. These accounts have these names that people should be allowed to taken by now. But with how the system of inactive names are in place we have to wait 6 MONTHS with every 6 LEVELS. Which means that accounts around level 18 have their names set to become inactive to a year and a half. I think this is very ridiculous since getting to level 20 is so easy and simple. I personally believe that accounts with names that are level 20 and below should be given 3-4 months before their account names are available to be taken.
