Incredibly slow patcher startup, or bandwidth issue?

Hey there guys, just wondering if I'm encountering some sort of bug, or is there just a huge update to the patcher? I've included an image of the second startup logo, and you can see there's a few pixel's worth of 'progress' on the left side. I can see that it is /slowly/ making progress, however I've never had to wait this long for the patcher to initialize. I'm only getting about 80 KB/sec max on this wifi, so that might be the issue. Perhaps the update is a couple hundred megabytes or so?

Any insight?

Try going to control panel, select system and security, then you should see windows firewall then click it.

Select allow an app through the firewall. If you don't see league of legends click change settings. then the option allow another app should be available click "league of legends" then press ok restart ur pc then it should work fine. IF nothing works i suggest going to league's support page.
