When is the tribunal coming back?

I find more people who are toxic and just need to be banned in champ select. They'll saw whatever they want, and cause people to dodge for the better of the team so that everyone doesn't lose, and the person getting punished is the person who dodged, not the one who everyone is trying to avoid. Waiting 10-20 minutes for a game only to get someone who says "afk if she picks cait" and makes someone dodge is just a waste of time and makes it hard to play.
