OP you just need to look at Shen´s lore to get a feel for how riot thinks about him.
He was first traumatized by having to go watch the places where jhin made "art".
He had a fallout with his bro zed which eventually when their homeland was invaded resulting in Zed killing Shen´s father and a lot of other people that Shen had grown up with, and taking over their home and most of the stuff there.
He then moves away, tries to rebuild and select new core people for his little sect, picks up Akali only to have her essentially get the same idea as Zed but without the entire murder to cut the bond thing.....well she ditches him and the sect nontheless and runs away.
Now? Zed is building up a clan of crazy shadow asssassins giving ninjas the worst reputation possible, Akali is out murdering whoever she feels like ignoring every ideology shen tried teaching her and to top things off, Jhin is back and gallivanting around doing his unique take on "art" once again.
Lets not mention the thing about how that new Syndra lore that was accidently released early and promptly hidden again seems to suggest she wants to wipe Ionia itself from the map.
All in all, being Shen just sucks.
