Since it does not say PvP match you could also do it in Co-op vs IA.

I did it in Coop vs AI and it didn't count... It's either bugged or the tooltip is wrong and it has to be PvP.

Also, Veigar was on the bot team, so maybe it has to be a player pick?

Lots of possibilities...
