Sion's ult is actually relatively slow in the beginning
Teemo's ms doesn't last long enough
Rammus is pretty slow after his powerball
Singed however, If you have ever played singed you would see the ridiculous stat boosters he can throw on himself. Not only that but his ms boost lasts the absolute longest out of all of them.
Now this is all dependent on the length of the race. If its the 100 meter then it would be between sion or rammus. If its anything 400 meters or more than singed wins because his movement speed buffs last the longest out of all of them.
IT really depends on what kind of race we're talking. Like in a 100m dash, Hecarim wins cuz his ult happens pretty quick. Singed wins the marathon. Sion wins a single lap race, and Rammus wins anything between single lap and 100m

Sion pulls ahead early, then keeps the gap going with Ghost.
