I suppose what they mean is that the pattern themselves are not efficient enough, which means that the relative tools have to be overtuned compared to tools of other patterns.
Basically, she can be strong but because her kit to work has to be overtuned, which means she performs better in other scenarios ( roaming etc ). IDK tho
