That would be the case if the ADCs don't have a dedicated support loaded with arguably OP support items of different garden varieties, as well as many of them possessing ample self-peels, escapes or zonings of their own. That and, if their "late game" don't arrive at 2 or 3 items; and if they actually have a vulnerable early which most don't seem to have anymore.
