Let's see. He's low health, but very high courage. A long-ranged attack could kill him. Jhin, Jinx, or Ashe ultimate. Your odds with any other ability are minimal. Melee champions have 0 chance.

The current state of ranked forced me to become something of a Kled one trick pony. Given my experience with Mr. Aggression, I can honestly say that tower diving kled is dangerous if his passive is up, regardless of whether his courage bar is close full or not. Don't do it unless you know for sure that you can get the kill before the remount or he just remounted in the last 30 odd seconds or so, because then he can't remount again.

In general, Divers are good both Diving and counter Diving. Wukong for example can decoy and juke under tower to the point you need to retreat and then ult right as you're trying to leave to secure the kill. Even another Diver really should think twice about Diving a Diver (they are already fighting on a semi level playing field, but now a turret is helping). Kled on the other hand is a weird one. Simply put, if he is on low health but his bar is almost full, don't bother. on the other hand if his bar is pretty much empty and he's on low health, he is an easy target so long as you can keep up the chase after is Q (though considering most champs, that should be pretty easy). If you don't know how full his bar is, I'd say play safe and treat is as though its full.
