My anecdote is about aram so same rules do not apply but had a game this morning where the enemy team was at our inhib at roughly 12 minutes and the 
started taunting us about it. At that point we started finally getting enough mr to deal with the 5 poke heavy, long range, immobile ap casters...
I was the only ad on our team as 
(not a one of them built armor).
We would push them way back before they'd ace us and respawn before they could close out to do a little better each time until we aced them at their own inhib.....
Those games make my day..... (Sweetened by that taunting early)
