Help me unban my friend from real life

Ma' dear friend, Bob, has spent like 200$ in League stuff ....and because of that, frustration has taken over him and he wont come outside to play with me ...he only says the words "I'm banned" ....I ,a humble league player (unranked btw xD ) , come in front of you to ask for help ,no....TO BEG FOR HELP.
