Being banned requires you to reach a certain level of toxicity. Keep in mind that you don't get banned in one game, it builds up on a long period (unless you're being extremely toxic).
If you are being permabanned, you already had a 14 days ban. This temporary ban was your chance to reform.
If you post your logs here, we may be able to help you understand why you got banned and evaluate if you deserved it.
About having your money back, you do not virtually own any skins, but rather the right to have access to it.
I suggest you to read the Terms of Use about your virtual goods here for a better understanding of it and to send a ticket to the support, they may be a better help than the boards.
