Since Akali has set a new standard for rework balance, let's proceed to rework another "beloved" champion, Veigar,

Passive now has a mana refund, whenever he kills a minion/champion/monster, he restores 80% of his max mana, still stacks AP as well.

and his stun now makes enemies take all magic damage from veigar as true damage.

And lastly his ultimate is now a Karthus ult that scales with 200% of his current AP and the opponents can't use Zhonya/malmortius/Guardian Angel effects, since we're throwing out mechanics anyway.

All of his basic attacks and abilities now deal 100% more damage for every short joke the enemy team has made in the course of the game.
